I have a website ABC.com. Another website XYZ.com links to my website ABC.

In the above example, Google will only see one thing that matters. It sees that the website XYZ is giving ABC a vote, a +1 if you will. In other words, website ABC gets a +1 from XYZ. So this backlink will be treated as a positive vote for my website ABC.com. More the number of positive votes that you have, more positive impact it has on your PageRank. Also, having more backlinks for your website directly results in the reduction in time taken for you web pages to get indexed.
